Joaquín de Arechavala was a Spanish colonel and governor in the colony's final days, a feared man who rode through León on his white mare La Cordobesa at a time when only Spaniards were allowed on horseback. Nearly three hundred years on, Leonese say that at night you can hear his gold-trimmed saddle and spurs as the phantom rider gallops over the cobblestones to frighten anyone who crosses his path. The legend is so central to the city's identity that the colonel has his own figure in the Museum of Legends and Traditions, housed in the notorious old prison La XXI. A latter-day theory holds that tobacco smugglers themselves invented the spectre to keep the curious away from their night routes.
