From the top of the tower, the shah's daughter is said to have thrown herself into the Caspian Sea to escape a forced marriage.

The enigmatic stone tower in Baku's old town has spawned countless legends. The most famous tells of the shah's daughter, forced into marriage with a man she did not want; she asked her father to first build her a tower, and when it was finished she climbed to the top and threw herself into the sea. In an older Zoroastrian version, a fire maiden saves the city in battle but takes her own life after killing the man she loved.
